Turn a concern into a traceable research file: exact text, definitions, public demand, evidence, counterarguments and questions for independent review. Start free with public information.

Your working dossier
Use public information only here. Your draft stays in this page’s memory: it is not saved on the server, shared with your team or sent to AI. Download the JSON file to resume later. The text can be provided to your coordinator within the authorized private workspace.
0 of 11 sections contain text. This count does not verify evidence or legal quality.
1. Scope
Jurisdiction, bill/Act/policy, Parliament/session, clause, version date, commencement and official URL. A bill number alone is not an identity.
0/4000What specific state action or wording is being examined? Describe actual or proposed effects; separate personal experience from general claims.
0/40002. History & definitions
Dated petitions, consultations, announcements, sponsor, readings, committee briefs and amendments. Record missing searches as gaps, not proof that no demand existed.
0/4000Quote each key definition with its section and source. Identify Part/section limits, exceptions, incorporated definitions, related provisions and both official-language versions. Check the applicable interpretation statute and context.
0/40003. Evidence & rights
One entry per source: title, official URL, exact page/clause/paragraph, publication and retrieval dates, preserved original reference and checksum if available. Do not call an unverified link verified.
0/4000Link the exact provision and evidenced effect to the potentially applicable Charter right or division-of-powers issue. Explain government application, relevant authority and what remains unproven.
0/40004. Test the concern
Record the strongest contrary evidence, government objectives and any section 1 justification arguments where applicable; include relevant exceptions and judgments that weaken the concern.
0/4000Name, public role, specific dated act, exact source and alternative explanation. Sponsorship, a vote, meeting or lobbying record alone does not establish criminal intent, conspiracy or liability.
0/40005. Gaps & options
List unresolved facts, required documents, researcher/owner, review date and verification method. Label fact, allegation, inference, opinion and legal proposition separately.
0/4000Proposed amendment, policy response or remedy; ask counsel about standing, forum, jurisdiction, notices, limitation periods and evidentiary requirements. Do not invent deadlines or treat an objection as a court ruling.
0/40006. Prepare review
Existing private project reference, author, proposed independent reviewer, privacy/conflict issues, version to preserve and unresolved questions for counsel. A filled worksheet is not approval or a filed proceeding.
0/4000Understand definitions and scope
In the federal context, Interpretation Act subsection 15(1) applies an enactment’s definitions and interpretation rules throughout its provisions. Check express scope limits, context and contrary intention; an exception need not appear only in the definitions section. Subsection 15(2) also addresses other enactments on the same subject, subject to contrary intention. For provincial research, check that province’s applicable interpretation law and provisions.
